Ulagan Bay, with 17% of all the mangroves in the Philippines, rests under our airliner’s wing as we approach Puerto Princesa. Isla Rita, Mayor Hagedorn’s undeveloped ancestral island, is the long skinny jewel in the fore of the Bay, with great paddling in every direction.
